OREGON COORDINATING COMMITTEE
RULES AND GUIDELINES
Revised 1-17-2004
The purpose of the OCC is to promote the Paint Horse in the State of Oregon; to coordinate the Oregon Show dates; to set rules, guidelines, and fees for year-end awards, and to sponsor the awards banquet.
The OCC will not be involved in the election of APHA directors, or any other political or controversial club matters.
Membership is open to any club intending to promote the Paint Horse within the State of Oregon.
DELEGATES AND ALTERNATES
i) The OCC will consist of two delegates and two alternates from each member club
ii) Delegates will have full authority to represent their club while voting within the OCC business and decisions.
iii) Each club shall notify the Secretary, in writing, the names, addresses and telephone numbers of the two representatives and their alternates. If the club is sending other alternates to have voting privileges, the President of that club shall notify the Chairperson or Secretary of OCC.
iv) Any member of any member club may come to the meetings and participate in the discussions, but only the representatives of a club may vote. Each club will be allowed only two votes on an issue.
ELECTION OF OFFICERS
CHAIRPERSON
i). Chairperson will be voted into office by OCC delegates.
ii). Chairperson shall provide an agenda to the Secretary to mail to the delegates prior to each meeting in order for delegates to prepare for discussions.
iii). Chairperson shall have the authority to call a meeting when necessary, or to have a telephone conference call when he/she deems necessary.
iv). In case of absence of the Chairperson, the Vice-Chairperson will preside over the meeting. The Chairperson will send an agenda to the Vice-Chairperson prior to the meeting
v). The Chairperson has the authority to break all ties.
VICE-CHAIRPERSON
i). The Vice-Chairperson will be voted into office by OCC delegates
ii). The Vice-Chairperson will preside over the meetings in the absence of the chairperson.
SECRETARY
i). The Secretary will be voted into office by the OCC delegates
ii). The Secretary will notify the delegates of upcoming meetings upon the Chairperson= s request
iii). The Secretary will keep accurate minutes of each meeting, and within 14 days after the meeting, send copies of the minutes to all delegates of OCC and club Secretaries of the respective clubs.
iv). As Secretary, a copy of the current year rules and guidelines as well as a list of approved shows will be mailed to each OCC member club at least 30 days prior to the first show. No rule changes can be made after that date for the current year.
TREASURER
i). The Treasurer will be voted into office by the OCC delegates
ii). As Treasurer, a financial report will be presented at each meeting, and included
in the minutes mailed out to all the clubs.
iii). As Treasurer, show assessments will be received from show Secretaries within 10 days
of the event.
POINTS KEEPER
1. The Points Keeper will keep the points for the year-end awards within the guidelines of OCC.
2. Standings will be posted at shows and sent to Publicity Chairpersons, with names to be provided by each club, at least three times during the season.
3. Year-end standings will be provided to the Banquet Chairperson within 30 days of the last show.
4. The Points Keeper may be paid, at the discretion of the Committee.
MEMBER CLUB RESPONSIBILITY
1. An assessment of $1.50 per entry, based on APHA show results, will be mailed to the Treasurer within 10 days of the show.
2. Show results will be sent to the Points Keeper within 10 days of the show.
3. If show results and assessments are past due, a fine of the current interest rate will be charged to the club sponsoring the show, beginning on the 11th day.

If a show management desires OCC approval, but is not a member club, a $50.00 deposit is required along with an application. The $50.00 is non-refundable. The show management must agree to pay the $1.50 per entry assessment and furnish show results.5. Failure to meet an assessment deadline will result in those points not counting toward year-end awards.
6. Each club will provide the Points Keeper with a current list of members, including youths. If the membership is a ranch name, it must be accompanied by the owner= s names. New members must be added prior to their first show, with date of joining, or points will not be counted.
7. Each club will furnish an auction item for the awards banquet, to be coordinated by the awards chairperson.
YEAR-END AWARDS
ELIGIBILITY
i). All horses, except weanlings, must be registered with the APHA. Owner or lessee must be in good standing with APHA.
ii). Owner or lessee must be a currently paid member in good standing with an Oregon member club.
iii). All outstanding debts must be paid before points will be awarded. An exhibitor owing an outstanding bill with a show management must pay the bill before points will be counted for year-end awards.
4. If a horse is leased, a copy of the lease agreement must be sent to the Points Keeper.
AMATEUR & NOVICE AMATEUR
1. An amateur/novice amateur must have an APHA amateur/novice amateur card.
2. APHA Amateur or Novice Amateur rules apply unless otherwise stated herein.
3. Amateur Halter classes will count in total points accumulated toward a high-point award.
YOUTH
1. Points will be tallied on the basis of a one horse/one rider combination. The same horse may be used by more than one youth under APHA rules governing youth participation.
2. APHA Youth rules apply unless otherwise stated herein.

QUALIFYING
i). Only points from approved APHA shows sanctioned by the OCC will count
ii). To qualify for a year-end award, a horse must earn at least eight (8) OCC points.
iii). Weanlings must be shown under 60% of the judges after the third weekend in July.
iv). If show management cancels a class without consulting exhibitors, those judges will not be included as available judges. Show management must notify the Points Keeper.
CLASS AWARDS
Class awards will be given to the top two horses qualifying in any class recognized by the APHA in these divisions:
Open Halter, including Breeding Stock
Open Performance, including Breeding Stock
Youth: Lead Line, Walk-Trot, 13 & Under, 14-18, and 18 & Under
Amateur and Novice Amateur
HIGH-POINT AWARDS
Halter
Awards will be given to the top two horses that qualify in the following divisions:
Mares Geldings
Stallions Breeding Stock Horse
Open Performance
All points earned by a horse in any class in the appropriate performance category, plus halter, are then counted. No class is mandatory. Awards will be given to the top two horses in:
Junior Horse Walk Trot 11 & Under
Senior Horse Amateur
Youth 13 & Under Novice Amateur
Youth 14-18 Breeding Stock Horse
Awards will be given to all qualifying participants in Lead Line classes.
POINT TABULATION
Points will be tabulated according to the following chart. Please keep your own record of placing and points to compare to the Points Keeper= s tabulations. Report any question or correction immediately to the Points Keeper: Patty Carlson, 12665 NE Dudley Rd, Newberg, Or 97132.

SEVENTH NO POINT AWARDED FOR SEVENTH PLACE
The Grand and Reserve Champions will receive extra points for year-end awards. The Grand Champion will receive as many points as any other horse in its division plus two (2), and the Reserve Champion will receive as many points as any other horse in its division plus one (1).
In the event of a tie for a year-end award, the horse placing higher, when shown against each other, the greater number of times will be declared the winner.
